Dr. Katie Meseroll
Psy.D.
Dr. Meseroll is a licensed clinical and forensic psychologist with over 15 years of specialized experience in forensic psychological evaluation and expert testimony. Her work has focused extensively on high-stakes psycholegal assessments for both adult and juvenile populations across criminal, civil, and administrative settings.
Dr. Meseroll has conducted hundreds of forensic psychological evaluations addressing a wide range of legal competencies, including adjudicative competency (adults and juveniles), juvenile transfer to adult court, mental health diversion, sentencing mitigation, sexual violence risk, and comprehensive psychodiagnostic assessment. She has frequently been called upon to provide expert witness testimony on these matters and is known for her clear, well-reasoned reports and courtroom presence.
In her current role as Assistant Chief Psychologist with the California Department of State Hospitals (DSH), Dr. Meseroll oversees forensic psychological evaluation services within a statewide program. She provides leadership in the development and implementation of forensic evaluation procedures, supervises licensed evaluators, and ensures clinical excellence and legal relevance in all assessment practices.
Earlier in her career, Dr. Meseroll served as a Community Program Director for the Conditional Release Program (CONREP), where she directed forensic mental health services across nine California counties. In this capacity, she coordinated forensic treatment, facilitated conditional release and reintegration planning, and collaborated closely with courts, attorneys, and public safety agencies.
In addition to her clinical and evaluative work, Dr. Meseroll has trained and supervised mental health professionals in forensic evaluation and treatment throughout California. She regularly leads training programs on risk assessment, forensic report writing, and ethical practice in forensic psychology.
Dr. Meseroll earned her doctoral and master’s degrees in Clinical Psychology from the American School of Professional Psychology in Alameda, and her bachelor’s degree in Biopsychology from the University of California, Santa Barbara.
Dr. Molly K. Brown
Psy.D.
Dr. Molly Brown is a seasoned forensic psychologist with over a decade of experience in forensic mental health. She has conducted hundreds of forensic evaluations including assessments for incompetency to stand trial, mental health diversion, sentencing mitigation, and psychodiagnostic evaluations.
Currently serving as an Assistant Chief Psychologist for the California Department of State Hospitals (DSH) in the Forensic Services Division, Dr. Brown oversees critical forensic processes at the state level. Previously, she worked as a Consulting Psychologist in DSH’s Jail-Based Competency Treatment (JBCT) program, supervising evaluation programs statewide. She also served as a Community Program Director for two Northern California CONREP programs, where she played a pivotal role in managing forensic treatment and risk assessment.
Dr. Brown’s expertise centers on comprehensive risk assessment in forensic populations, including evaluating dangerousness, recidivism potential, and treatment responsiveness. Through rigorous psychological testing and clinical analysis, she provides objective, evidence-based assessments that inform legal and clinical decision-making. She has testified as an expert witness in court, offering critical insights into forensic psychology, psychosexual evaluations, and risk potential.
Dr. Brown earned both her doctoral and masters degrees in Clinical Psychology from the Wright Institute in Berkeley, California, and completed her pre and post-doctoral training working with adult male sex offenders, conducting psychosexual evaluations and specialized treatment.
